At the beginning of 2000, the ACT implemented a Dual
Diagnosis Project based on a report entitled 'Stopping the
Merry-Go-Round' which identified recommendations about Dual Diagnosis
needs in the ACT. The Project has a Monitoring Committee comprising
government and non-government service providers, Departmental
representation and consumer and carer representation.
The first phase of the project targeted government
alcohol and other drug and mental health services. It employed
three strategies to raise awareness and improve partnerships between
services. The strategies included
- resource development (ie screening tools and
pathways),
- service development (including joint clinical
planning forums) and
- education and training. The education and
training strategy was extended to include non-government service
providers.
Phase one of the project was completed in July 2001
and resulted in ACT Community Care, Alcohol and Drug Program and The
Canberra Hospital, Mental Health Service employing Dual
Diagnosis/Comorbidity Senior Clinicians. The role of the senior
clinicians is to provide consultation liaison services to their
respective sectors and to facilitate and coordinate joint ventures.
Phase two of the project is due to commence
in December 2001 and will target non-government organisations within
the alcohol and other drug and mental health sectors.
